How to Create a Website that does Pure Churned content and doesn't get penalized by Google?

I've been looking into a few websites - notably https://cementanswers.com/, https://wikipedikia.org/, https://findanyanswer.com/, askingalot.com, and https://lisbdnet.com/. They receive millions of visitors from duplicated content in mass production - and I want in.

What code do I need to do this? What is the cost of entry (how much would it take to start one of these and get it going)? Would doing a different language help? Can I copy these websites in a different language? How would you start a website like this. I'm looking forward to your answers. Thanks.
